聚焦COP26边会:净零排放成最大关注点
COP26边会是联合国气候变化会议的重要组成部分,最初由《气候公约》秘书处设立。COP边会在正式会议的间隙举行,旨在为与会者提供交流经验并就正式谈判中经常讨论的问题进行非正式对话的机会。除了这一职能外,它们还支持缔约方会议参与者建立分享有关新出版物和举措的信息网络。
边会的组织者包括《气候公约》秘书处批准的观察员组织(政府间组织(IGO) 和非政府组织(NGO))和与观察员组织结成伙伴关系的缔约方。从最初只在午休时间或晚上进行,到现在已经扩展到全天时段,各方代表越来越看重边会提供的交流平台和机会。边会也成为各国政府、组织、机构对于全球应对气候变化未来发展趋势关注点的风向标。
2021年11月1日至12日,COP26边会和现场展馆将举办一系列活动。由于受到新冠疫情影响,许多活动都将进行现场直播,让无法前往现场的人士以线上形式参与。

净零(Net-zero)排放成为COP26 边会第一关注点
净零排放意味着尽可能将温室气体排放量削减到接近零的水平。实现途径主要包括发展绿色经济和清洁能源、可再生能源等。IPCC相关数据显示,各国温室气体的持续排放将导致全球气温将继续上升,且远远超过1.5摄氏度,这就是越来越多的国家开始承诺到2050年实现净零排放的原因。

国际碳市场也是COP26边会关注热点之一
除了净零排放以外,各种形式的碳市场(强制碳市场和自愿碳市场)也是COP26边会的关注热点之一。
巴黎协定第六条(Article 6),涉及如何利用国际碳交易市场来减少各国碳排放。《巴黎协定》第六条有三个执行部分,其中两个都与国际碳交易市场有关:其中条款6.2为国际合作提供了一个框架,例如将两个或多个国家的排放交易方案联系起来;条款6.4是关于碳市场的联合国中央机制,以交易通过特定项目减排量获得信用额度。
自愿碳市场(Voluntary Carbon Market)是一种碳排放交易市场,由不受京都议定书约束的企业、个人或活动,自发性出资抵偿其产生的碳足迹,缓解其活动造成的温室效应。优化国际自愿性碳市场正成为解决气候变化这一关键问题的重要途径。
